State Interagency Coordinating Council- VICC Parent Reps
The Individuals with Disabilities Education Improvement Act (IDEA), Part C Individuals with Disabilities Education Act Amendments of 2004, provides the legal base for the composition and duties of the Virginia Interagency Coordinating Council (VICC). The VICC's purpose is to perform its responsibilities for the early intervention system they are: Identifying sources of fiscal and other support for early intervention services, recommending financial responsibility arrangements among agencies, and promoting interagency agreements; Developing strategies to encourage full participation, coordination, and cooperation of all appropriate agencies; Collaborating with the State Educational Agency regarding the transition of toddlers with disabilities to preschool and other appropriate services; Resolving interagency disputes; Gathering information about problems that impede timely and effective service delivery and taking steps to ensure that any identified policy problems are resolved; Preparing federal grant applications; and Certifying an annual report to the Governor and the U.S. Secretary of Education on the status of early intervention services within the Commonwealth, in accordance with an Office of Management and Budget directive. In accordance with the Individuals with Disabilities Education Improvement Act Amendments of 2004, Part C, Section 641, the VICC must be composed of five regional Parent Representatives.
The Commonwealth of Virginia is divided into five areas in which parent representatives are appointed as VICC members. These areas are: Richmond area, Northern Virginia area, Tidewater area, Southwest Virginia and Central Virginia.
